How to do Basic Networking?

Hello,

I want to be able to send packets to an ip address, how would i be able to do that? Also, (I suspect it does) does it matter what OS I am using? I am using Windows. And how would I receive packets? I want to make a program that can interact with a version of itself over the internet.Alternately, how could I read data from a physical port, like a serial or USB? How also would I write it?

Please help
